Johannes Embrosius van de Wetering de Rooy was born in Woudrichem on 7 Aug 1877. He was a pupil of A. le Comte in Delft and 1897-1900 of Fr. Janssen at the Academy of BK in The Hague. From 1904 to 1907, he obtained the Royal Grant."
He had a preference for landscapes, river and harbour views and old towns, and so, sketching and painting, he mainly visited Woudrichem and Enkhuizen, and also The Hague, Delft, Hoorn, Kampen, Heeze, Gorinchem and Oirschot, among others. From 1922, he lived in The Hague, from where he travelled to Belgium and France, among other places. He was a member of the Hague painting society Pulchri Studio and the Dutch Art Society.
